In September, Kathryn Coulter Mitchell, DHS Senior Official, warned about the consequences of an EMP attack. “Electromagnetic pulses, whether caused by an intentional EMP attack or a naturally occurring geomagnetic disturbance from severe space weather, could disrupt critical infrastructure such as the electrical grid, communications equipment, water and wastewater systems, and transportation modes. “This could impact millions of people over large parts of the country. It is critical to protect against the potential damage an EMP event could cause,” she said.
In the past few days, several theories have been floated about the Chinese balloon allowed to fly over U.S. airspace for over a week. From weather balloon to spy balloon to vehicle carrying disease spores, theories have been all over the gamut on this.
But an article in the Washington Examiner suggests the motive could be even more sinister.
The article suggests that the balloon could have been a “delivery platform” for secret nuclear strikes on America’s electric grid.
And intelligence officers agree.

The threat of balloon-launched electromagnetic pulse attacks was reportedly warned about by a congressional EMP commission several years ago.
Was the Chinese balloon a dry run for an EMP attack?
In a 2015 report for the American Leadership & Policy Foundation, Air Force Maj. David Stuckenberg, one of the nation’s leading EMP experts, writes, “Using a balloon as a WMD/WME platform could provide adversaries with a pallet of altitudes and payload options with which to maximize offensive effects against the U.S.
He adds, “A high-altitude balloon could be designed, created, and launched in a matter of months. There is nothing to prevent several hundred pounds of weapons material from being delivered to altitude.”
On Friday, Stuckenberg who is now in the private sector said, “China’s recent balloon flyover of the United States is clearly a provocative and aggressive act. It was most likely a type of dry run meant to send a strategic message to the USA. We must not take this for granted.”

Stuckenberg used Japan’s World War II “Project Fugo” as an example. Project Fugo was an effort to send bomb-carrying balloons from Japan to set fire to the forests of America, in particular, those of the Pacific Northwest, to dampen the war efforts. “Not since WWII has North America faced a threat of this nature. Project Fugo in Japan used balloons to float bombs on the trade winds across the Pacific to the U.S. and Canada,” Stuckenberg told Secrets.
Stuckenberg cited the research of the late Peter Pry, who headed a congressional commission on EMP.
In his report, Peter Pry, who was also a CIA analyst, wrote, “Imagine the consequences of a balloon EMP attack that damages and destroys electronic systems at the speed of light within an EMP field with a radius of hundreds of kilometers. The Eastern Grid generates 75% of U.S. electricity and supports most of the population.” Pry also wrote, “Virtually any nuke detonated anywhere over the Eastern Grid will collapse the entire Eastern Grid, not just the area within the EMP field, because of cascading failures that will ripple outward.”
So given these warnings, why was this balloon allowed to float all over the Continental U.S. for so long? Is the Biden administration burying their heads in the sand, or is the answer far more unthinkable?
